Turtle Bowl set-up
Traditional set-up for first-timers requires daily water changes, and anti-chlorination. Keeping the water clean is the most important thing that you can do when it comes to these small turtle bowls.
The other thing to consider is that the water level is very shallow. So you cannot leave these bowls out in the sun very long or the turtles will dehydrate or sunstroke to death since they don't have any shade and the water will get very warm on a hot summer day.

This is an evolution of the deathbowl, this one has a "feeding dish"... they're called death bowls because there is no hiding spot, no chance for a thermal gradient, no filtration, and a decently sized turtle could climb out whereas a hatchling doesn't have enough area to swim. This is sickest contraption for turtles ever created. Castrate anyone that tries to recommend one for turtle keeping.
It is called taking care of the turtle because a nice little turtle bowl is put in a shady place during the day and the owner/kid takes it out or puts it by the window in the afternoon (after school) and feeds the turtles and later changes their water (and adds anti-chlorine drops).
Anything can be good or bad depending on the care and attention that the critters are given and the education of the people who are taking care of the animals (and their level of commitment and interest).
